You can obtain a White Herb by utilizing a bag of Surprise Mulch at Stage 0. This allows a Stage 9 Revival Herb crop to mutate into one of the following crops: Mental Herb, Power Herb, White Herb, or Mirror Herb. Once you have a White Herb crop, breaking it will drop 1 White Herb for your use.
